Pontevedra

Pontevedra is a city in the northwest of Spain. It has been internationally recognized for its efforts in promoting healthy life among its citizens. Others cities in the world copy its actions at urban planning to improve life quality by the process in which if an intervention works in one place, it is about to be successful in another one. But how has it been acknowledged towards sustainable mobility?

Miguel Anxo Fernández Lores has been its mayor since 1999. At the begging, he put his hands on his head as 14,000 cars passed along some streets while much less neighbors lived on them. He had in mind ending with this nonsense. Today, Pontevedra is one of the quiet cities in the noisy Spain.

In this time, he has transformed the city by following a simple and powerful idea: Owing a car does not give you the right to occupy the public space. This philosophy confronts to what has been the dominant model in cities: Throwing out children and senior citizens from streets because of cars. At the beginning pedestrianized all the medieval center (300,000 squared meters). This allowed natives and tourists enjoying so vast area. They realized people looking for a place to park caused the most congestion, thus stopped cars crossing the city and got rid of street parking. They incorporated other actions like extending the car-free zone from the old city to the 18th- century area, substituted traffic lights by roundabouts and traffic calming areas by reducing the speed limit to 30 km/h.

An interesting and copied idea was the launch of the Metrominuto. The Metrominuto is a map centered in the aesthetics of metros maps, which marks the pedestrian distances between the most important points of the city and the time it takes to travel them:

Thanks to this beneficial interventions nobody has died in car accident in the city since 2009, whereas 30 people died from 1996 to 2006. CO2 emissions reduced 70%. Almost three-quarters of car journeys are made on foot or by bike. Withholding planning permission for big shopping centers protected small business. The works were exclusively financed locally and received no aid from regional or central government.

To sump up, motivated leaders with the unique target of benefit society and a sustainable mobility vision is what cities need.

FLOW

Quite commonly, car drivers and decision makers are afraid of street congestion when politicians announce walking and cycling improvements. In particular, figures show that more than 40% of decision makers think so and this perception increases when dealing with cochistas. Take into account that congestion refers to everybody, independently of the way of transport they use or even without vehicle (i.e. pedestrians).

Reckoning from a higher height, a bike presents a horizontal surface no where near as width as a car. If we consider that the mean number of persons a car moves is 1,3 and that at least 4 bicycles take up the space of a car, then one can see decision makers are wrong. Indeed, documents have been published to demonstrate it. For example, the Civitas Flow project launched the 15 quick facts for cities under the European H2020 program.

This document is divided into four sections with examples from Europe and the U.S.A.:

  • The potential of walking and cycling to reduce congestion

The specific actions to reduce congestion range from narrowing roads to reduce crossing distance for pedestrians, pedestrians improvements to reduce bus travel time, cycling improvements to reduce car traffic and faster public transport (and commercial revenues), cycle highways reduce time spent in congestion and motor vehicle journeys, bike share programs eases congestion, new bike lanes shorten automobile travel times (thanks to smart traffic engineering) to neighborhood access restrictions lead to less motor vehicle journeys a day, short daily journeys could be walked in less than 10 minutes (or rode in even less time), millions of daily journeys made by motorized modes could be cycled in less than 20 minutes, and school street programs could avoid thousands of cars off the road during peak periods. All the facts presented in the document are real despite the utterly opinion of some people. By the way, pedestrian and bike safety is improved with the implementation of these ideas.

Ciclointegración

Ciclointegración is the invented Spanish word for the integration of determined ways of transport. In a few words, it means that the weak and sustainable vehicles should be integrated into roads. By this I am referring to bicycles, skates, skateboards, scooters, etc. People who drive these should be treated as drivers since they drive vehicles and thus they should move on roads instead of sidewalks. Sidewalks should only belong to pedestrians.

Compare this idea with what is happening now. The vehicles I am talking about enjoy particular areas or lines sometimes stolen to walkers. So pedestrians feel city surface belonging to them is less and less. And do not forget, we all are pedestrian at first and then drivers. So pedestrian areas should be respected above all. Furthermore, potential crashes are avoided with ciclointegración for example between bicycles and people walking on sidewalks who are looking their mobiles or blind people.

Integration means do not create ghettos for green, cycle vehicles, better integrate them into roads. Moreover, thanks to this integration traffic is calmed as they move slower compared to cars and motorbikes. In turn, quality of life is increased, pollution is reduced and, in the long run, some intelligent people would probably stop driving cars because they would realize cars are not worth it.
